The Quest for Good Governance. How Societies Develop Control of Corruption

Why do some societies manage to control corruption so that it manifests itself only occasionally, while other societies remain systemically corrupt? This book is about how societies reach that point when integrity becomes the norm and corruption the exception in regard to how public affairs are run and public resources are allocated. It primarily asks what lessons we have learned from historical and contemporary experiences in developing corruption control, which can aid policy-makers and civil societies in steering and expediting this process. Few states now remain without either an anticorruption agency or an Ombudsman, yet no statistical evidence can be found that they actually induce progress. Using both historical and contemporary studies and easy to understand statistics, Alina Mungiu-Pippidi looks at how to diagnose, measure and change governance so that those entrusted with power and authority manage to defend public resources. The Quest for Good Governance presents a comprehensive empirical theory of governance unifying important disparate contributions in the areas of corruption, quality of government and rule of law and is the first attempt to directly answer the big question of what explains virtuous circles in good governance. Democratization and corruption: the state of the art

This paper critically discusses the main contributions of the literature on the relationship between democratization and corruption, focusing on the perspective of how the former is expected to affect the latter and highlighting the different hypotheses and empirical findings presented by the most relevant and recent scholarly work in this line of research. Additionally, the discussion introduced here refers to a number of conceptual issues that remain obscure in the existing literature, with regards to the concept of both corruption and democratization, but at the same time stressing the gaps related to the latter, as to complement other contributions of the report that more thoroughly explore different conceptual approaches to corruption.

Twenty Years of Postcommunism: The Other Transition

The recent history of Eastern Europe can best be understood as a transition to a new social contract between the postcommunist state that emerged from its communist predecessor and the postcommunist citizen who evolved from the communist subject. It is the relationship between state and society under communism that best explains the divergent paths taken by the former communist countries after 1989. Where societies had been weak, these networks managed to capture full social control during the transition, using their influence to appropriate former state assets. Where the gap had been widest between the level of state power and the level of social autonomy during communism, the most difficult transitions ensued, as there was no ground on which to build a social contract.

Moldova’s “Twitter Revolution”

Few Europeans had heard of Moldova, a tiny state on the EU’s eastern flank, before seeing images of the strife that broke out there in early April 2009 after the Communist Party (PCRM) won reelection in a landslide. Except for their international context, the events in Moldova did not differ substantially from those that sparked the color revolutions in Serbia, Georgia, and Ukraine, but this difference in context led to a different outcome. What was missing in Moldova? The short answer is a unified opposition that could put itself in the driver’s seat.

Is East-Central Europe Backsliding? EU Accession Is No “End of History”

In the textbooks on democratic transition, Central and Eastern Europe provides the model of success. Yet in Brussels concern over the politics of the new EU members has been mounting. The day after accession, when conditionality has faded, the influence of the EU vanished like a short-term anesthetic. Political parties needed to behave during accession in order to reach this highly popular objective, but once freed from these constraints, they returned to their usual ways. Now we see Central and Eastern Europe as it really is—a region that has come far but still has a way to go.
