Promotion of the principles of good governance and increased citizens’ participation in the decision-making process in the Republic of Croatia

The project was primarily aimed at strengthening citizens, local civil society organizations (CSO), neighborhood councils, national minorities’ councils and local officials, at improving the communication between them through education on the principles of good governance and rule of law, as well as on the possibilities of involving in the decision-making processes on local level.

The project aims at creating a set of efficient monitoring tools for measuring local elected officials’ mandate performance in – between elections, during electoral periods and six months after elections – with the direct scope of empowering civil society to accurately scrutinize the local governance act and hold elected representatives accountable for their work.

True accountability in National & European Parliament(s): Civil Society Accesses the MPs’ nominal votes on laws

The project aimed to:
– support the development of accountable MPs in the national and European Parliaments through systematic monitoring of the concrete activity in these bodies and through exposing this activity to the citizens of Romania;
– strengthen civil society capacity of monitoring and tracking MPs activity, by stimulating the creation of a civic platform in the region.

Corruption in Bulgarian SMEs and measures to fight it

The project was realized in the course of Coalition 2000 and USAID Open Government Initiative Project: “Civil Society Against Corruption”” – Small Grants Program. It aimed to identify the structure of corrupt practices related to SMEs in the country and to provide assessment of the inflicted losses in the business sector i.e. еstimate the costs of corruption in the SME sector. The project activities include surveys and publication of a book: “”Do-it-yourself”” Manual of Tools Designed to Build Ethical and Transparent Corporate Culture For SMEs.”

Monitoring and evaluation of the possibilities for improving the transparency of the municipal administration

The goal of the project was to increase the capacity of the civil society organizations for improving the transparency of the work of the local and municipal administrations. The project offered practical guidelines for representatives of the civil society for better cooperation with the municipal administration and created a local network for monitoring and evaluation. The initiative included: 1. a round table on the topic “Transparency in the administration and the involvement of the civil society””; 2. a survey among representatives of the target groups; 3. an analyses, followed by recommendations, on the legal framework and the internal procedures guiding the work of the municipal administrations in their cooperation with the civil society; 4. development of an web site for the ease of the civil society network.”

Increasing Transparency of the Democratically Elected Institutions by Educating the Members of these institutions

The primary aim of the project was to increase the know-how of the local government and public officials about corruption to intensify the anti-corruption fight. Three seminars dealing with different aspects of corruption were organized. The support group was formed to analyze the concept of corruption based on the legislation and work out the amendments to the relevant laws, to improve cooperation between different institutions and compose publication about corruption. In 2001 a collection of articles entitled “Korruptsiooni võimalikkusest avalikus sektoris”” was published.”

Strengthening the Local Government System Integrity by training Public Servants

The aim of the project was to develop the national integrity system of Estonia by restraining corruption through the training of public servants and journalists. One part of the project was the dissemination of the principles of good governance and relevant information using Internet. Three 2-days seminars were organized for the officials of local governments.

Development and Dissemination of Programmes of Anti-Corruption Education

This project prolongs activities started with the project “Education against Corruption”” (2002-2003). The project was aimed to form values and develop skills, that form young people and their educators’ civic attitudes towards corruption. During the project: Training workshops for project participants delivered; Additional teaching materials for teachers prepared; In-service training programme “”Possibilities of Anti-corruption Education at a School of General Education”” developed and tested in pilot seminars; Project trainers from nine Lithuanian schools prepared; The integrated programme of anti-corruption education for a school of general education improved; Strategic plans of corruption prevention prepared in nine municipalities.”

Education against corruption

The project aimed to prepare a program and methodical recommendations of anti-corruption education for teachers of a school of general education.

The goal of the project was to prepare an integrated anti-corruption education program and methodological recommendations for schools teachers, prepare teachers-consultants, responsible for further development of the program. 32 teachers of Ethics, History, Religion, Political science, Civic education and Psychology from 11 Lithuanian schools participated in the project. The participants had a series of seminars on anti-corruption.

Project participants gained knowledge and techniques to apply anti-corruption education strategies during their own lessons and other educational activities; Integrated programme of anti-corruption education and methodical recommendations for a school of general education were developed.

Open Local Government

The project was performed as the continuation of 2006 project Youth for Transparency where three municipalities participated – Mazeikiai District Municipality, Elektrenai Municipality and Anyksciai District Municipality. Participants from these municipalities acted as trainers and experts in Open Local Government project. 7 new municipalities were involved into this project. The main aim of the project was to raise awareness of local community (local authorities, schools, youth, NGO, media ect.) of the necessity to play an active role in support of civil society. Project objectives were: To support local leaders for developing and multiplying of local programmes for anticorruption and transparency education in the region; To develop and implement local programmes for anticorruption and transparency education in leading municipalities; To promote local programmes for anticorruption and transparency education in the region by local teams through cooperation with media, NGOs, other communities; To built the international experience exchange and means of multiplying the programmes for anticorruption and transparency education on the local level. In total, there were 24 schools, 122 students, 56 teachers, 18 servants of municipalities directly participating in this project. The project consisted of: 1) Preparing trainings for experts, trainers and local leaders; 2) Workshops for local teams; 3) Meetings of youth leaders with elected local government representatives and parliament members; 4) Educational materials; 5) Preparing and implementation the local programmes of education by each local team; 6) Local meetings with headmasters for promoting local programmes of education; 7) Educational activities with schools, public institutions; 8) Cooperation with all schools at the municipality; 9) Study visit in Poland; 10) Local presentation to spread out the results.

Youth for Transparency

The main aim of the project was to develop attitudes and meet expectations of young citizens in building the transparency and accountability of the public life on the local level, through education and through encouraging community cooperation on local and international levels.

Objectives

  • To engage local authorities and schools in common building and realizing the local policy of public administration monitoring.
  • To present the social control mechanisms in the subject of transparency and ways of corruption prevention for the students.
  • To cooperate with local authorities and schools in developing the local system of getting and disseminating information on the public institution functioning.
  • To build the international experience exchange and means of dissemination social control mechanism through education forum.

 

Target groups and beneficiaries

  • Youth: the project’s direct addressees are young people aged 13-18 years (students of gymnasium schools) in Poland and Lithuania living in places covered by the Programme, those who will one day become full citizens taking part in their local community life, also as the potential clients of offices in their localities (3900 students).
  • Local authorities chosen for the project: direct beneficiaries are local governments invited to co-operation (10 in Poland and 3 in Lithuania) their representatives who, assisted by the planned activities, are expected to build a positive image of the office and to work to improve confidence in public institutions (13 local governments, 65 representatives).
  • Teachers from the schools that will take part in the project: the Programme’s intermediate beneficiaries are also school teachers involved in its implementation and all the residents of counties and municipalities covered by the Programme, who will become addressees of activities carried out by school students and local government staff members (260 teachers).
  • Local community: all inhabitants in those regions where the project will be conducted (3000 adult inhabitants).

 

More active civil society – more trust in the work of the local administration

The project aimed to improve the cooperation between the structures of the civil society and the public administration in the Southwest region (NUTS II) in Bulgaria in order to: improve the civil control and monitoring; prevent the corruptive practices; and increase the accountability of the administration. The project included: 1. survey of the public opinion in the region regarding the work, transparency and accountability of the local and regional administrations; 2. realization of educational seminars for representatives of the civil society regarding mechanisms for monitoring, control and prevention of corruption in the administration; 3. realization of round tables with representatives from the civil society sector and the public administration; 5. development of a web site of the initiative.

National Students Initiative “I Do Not Bribe!”

The project National Students Initiative “I Do Not Bribe!” was launched on 10 December, 2003. The team focused its efforts in 1) the development of the Anticorruption Education web site and 2) The preparation of two corruption-related web-based surveys.

The site was launched on 23 February, 2004 at http://www.VObg.net/.

A year after its launch the web site is already quite popular among its target audience: students, professors, journalists, state and civil organizations related to higher education. The registered daily number of visitors is 400, the weekly is 2,000, while monthly the site is visited by 8,000 people.

In March and April 2004 the project team developed two questionnaires for web-based surveys:

The general public survey conducted through the Anticorruption Education web site aimed to study public perceptions to corruption in higher education.

The specialized surveys were published on the web sites of New Bulgarian University, the Technical University of Gabrovo and Plovdiv University Paisii Hilendarski. They targeted solely the users of these particular web sites and aimed to survey whether the students/professors from these establishments think their university environment is corrupt and to what extent they are prepared to counter corruption practices. A total of 137 people took the three specialized surveys.

On 28 April, 2004 the findings of the general web survey and the three specialized ones were presented at a press conference at the Bulgarian News Agency.

On 18 May, 2004 a round-table discussion was held at the Technical University of Gabrovo.

On 20 May, 2004 a round-table discussion was held at the Plovdiv University Paisii Hilendarski. The discussion brought together students and professors from all institutes of higher education in Plovdiv.

The round-table participants stressed the apathy and indifference characteristic of a large number of university students. The Student Council chairman from the Agricultural University admitted that students rarely referred to the Council for any kind of assistance or problem solving.

On 26 October, 2004 the third round table was held with students and lecturers at the New Bulgarian University. The results from the university specialized survey were announced and the vice rector Mr. Lyudmil Georgiev gave a commentary speech on them.

On 1 December, 2004 the closing project press conference was held at which the week of no corruption at the three partner universities was announced. The project team gave an overview of what was done under the project and to what effects. During the no-corruption academic week the team distributed its publication, the Anticorruption Notebook at the three universities.

The Anticorruption Notebook was intended as a concise but comprehensive collection of all anti-corruption measures, corruption scandals and abuses of the system of higher education in Bulgaria in the last seven years. It is divided into two large sections, the first presenting findings from all previous university corruption surveys, and the second describing several notorious corruption scandals.

Integrated strategies for natural resource exploitation

The project aimed at:
– creating a virtual information center for monitoring the exploitation of natural resources in Romania;
– developing local civil society representatives’ capacity to actively participate in the development of regional strategies for the exploitation of natural resources;
– raising awareness among local and central authorities in resource rich areas about the necessity to design local sustainable development strategies for the exploitation of natural resources;
– advocating for transparency and accountability of central authorities’ management of natural resources.

Encouraging the effectiveness, efficient functioning and independence of the prosecutor’s office

The project objectives are: Identifying and formulating international standards and norms in regard to the prosecutor’s office. This includes the following: 1. operative standards by which the effectiveness of the prosecutor’s office can be judged; 2. standards regarding ethics and human rights by which the activities of the prosecutor’s office can be judged; 3. employing the existing mechanisms for ensuring the independence, efficient functioning and effectiveness of the prosecutor’s office, as well as finding out the best practices; 4. promoting debates about the need to reform the prosecutor’s office in Bulgaria and seeking methods for its better organization, effectiveness and efficient functioning; 5. turning the research into a reliable tool for making reforms. The tool itself should serve before the institutions which have tendencies towards reform and thus promote the debate concerning the prosecutor’s office in the countries which urgently need such changes.

Introduction of the methods for organizational excellence for raising the capacity of municipal governance

The project objective was the development and pilot check-up of an approach to introducing governance through organizational excellence (“Commitment to Excellence””) in the context of two Bulgarian municipalities. Its activities included: 1. establishing organization within the municipality for implementation of the project; 2. ensuring the active and informed participation in the training of all persons, related to the project implementation; 3. selection of a competent project manager and team members; 4. communication and, if needed, clarification of the ideas and concepts of Organizational Excellence among the organization’s employees; 5. self-evaluation, identification of strengths and fields to be improved, as well as the priority of individual tasks; 6. development, deployment and communication of an action plan; 7. commitment to the realization of constant improvements.”

Dissemination of the anti-corruption know-how among NGOs and citizens

Workshops for the activist and organisations interested in anti-corruption and watchdog know-how were organised; specific educational and networking activity aimed especially at voluntary activists. Dozens of activists took part in the seminars. The organisation is running a community web where the newcomers can register only when recommended by a members; the members of the web group are sharing local cases and know-how and provide advice to those who ask for them. A web forum – both with open and restricted access is planned as a follow up.
