Albania has not managed during the years, despite many reforms, to move from a laggard position among its income and regional peers. Its moderate numbers of e-citizens and freedom of the press do not manage to create sufficient normative constraints to corruption in a country where resources for corruption, in the form of domestic and external development funds remain high. Despite many reforms on paper, progress even on simple issues like administrative simplification or fiscal transparency remain insufficient. There has been no political will so far to create a judiciary which is autonomous from political influence.

World Bank’s Control of Corruption measurement of 2008 placed Albania in the 25-50 percentile rank and Transparency International Corruption Perception Index (CPI) in the same year was 3,2 placing Albania 85th out of 180 countries ranked. In comparison to its neighbors since 2002 Albania is doing the worst it terms of control of corruption. Albania was doing quite well in 1996 after which it experienced a huge decrease in control of corruption and even though over the years steady positive progress has been made, it hasn’t recovered to the same level yet.

Evaluating candidate MPs on the following criteria: Education; Political Contribution; Public Contribution; Penal Precedents; Consistency within a Political Camp and Parliamentary Performance (only for the existing MPs); and, Involvement in Controversial Activities, which was to be effectuated only in the case when an official verdict was issued by the authorities. The goal of the project was instating dignity in the parliament, by clearing it from MPs with bad record.
Curing and preventing corruption at the local government in Albania
Working with 6 municipalities and 2 municipal units of Tirana as apart of the decentralization plans, focusing on local government transparency and analyzing bureaucracy.
Improving performance and accountability through citizen participation in the municipality of Lezha
The main goal of the project was to improve transparency, service delivery and accountability by the municipal administration in Lezha.
Against Corruption
To support in the discovery and identification of the cases of corruption in the judiciary system in the southern cities of the country, as well as the encouragement of the journalists and of the public in the denunciation of these cases on the media and to the specialized state institutions.
Reducing Corruption in Albania
The project aimed to raise awareness of the causes and consequences of corruption, and develop advocacy for reforms. Also, the outcome of the project was expected to be a public/private partnership which would deal with problems in a cooperative way.
