Local Community Strengthening in the Municipality of Goražde

The basic objective of the project is to give support to direct and indirect beneficiaries in increasing their technical and institutional capacities for more effective inclusion in major decision-making processes at local level as well as for the establishment of inter-sectoral cooperation in areas of common interest and responsibility. The basic strategy of the project for achieving these goals was a program of education (training) and technical assistance that is designed based on previously established real needs for additional training of project beneficiaries in certain areas of their regular activities (competency, mission).
The project is designed so that its main (direct) beneficiaries have the chance not only to acquire new knowledge and skills on selected topics, but also to provide opportunity for new knowledge to be practically applied through participation in concrete actions and activities related to the establishment of inter- sectoral cooperation and participation of citizens in the budget process.
Thanks to CPCD project activities and constant encouragement of local communities, NGOs, business associations, municipal departments to gather themselves first and then work together, a new atmosphere was created in relations between these sectors. Cooperation has been accepted as the benefits that brings new challenges and successes to everyone, as a process in which all of them work together for the general welfare.

Public Policies Monitoring

The basic objective of the project was to reach the positive changes in quality of life in Sarajevo Canton by increased involvement of citizens, and by organized and articulated action of the civil society organizations in process of authorities monitoring, analyzing their previous work as well as advocacy actions for alternative measures in seven areas of public policy. These areas are: transparent spending of budget funds, health care, education, employment and professional retraining, care for old and ill, management of contributions and restricted funds and information services at local level. Particular importance of this project realization was the fact that not only monitoring and criticism of the authority were performed in Sarajevo Canton, but alternative measures for public policy have been offered and defined possible directions of future actions by governments that would led to positive changes in quality of life in Sarajevo Canton. The project was realized in cooperation with the Center for Policy Research and Development.

Public Policy Program “Strengthening of Civic Activism in Bosnia & Herzegovina in Electoral and Post-Electoral Processes”””

The basic goal of this project was to build and promote an efficient, transparent and participative process of creating and implementing public policy in BiH through organized action and citizens’ and CSOs advocacy, with the purpose of building a political responsible and consistent authority at all levels of BiH society. During three-years period, planned project activities were implemented in a total of 36 local communities in both of BiH entities. In 2008, project activities were implemented in 15 municipalities in cooperation with local organizations: Velika Kladuša, Donji Vakuf, Trebinje, Rudo, Vlasenica, Modriča, Kalinovik, Bihać, Livno, Bugojno, Goražde, Tuzla, Sarajevo and Doboj.

Creation of the strategy for development of local selfgovernment of Bosnia&Herzegovina with the involvement of the crucial stakeholders

The main objectives of the project were: (1) to introduce the question of local governence and decentralisation as the priority in the process of reforms in BIH; (2) creation of the leading nucleus of crucial national stakeholders (from pubic administration, NGOs, other leading practitioners and experts in the field of good governance) as a driving force for the creation and implementation of the strategy; (3) creation of the integral, systematically established and generally accepted strategy for development of local government in BIH; (4) establishement of new qualitative approach for the policy and practice for the creation of solutions for local level in BIH (bottom-up instead top-down).

Development and introduction of multiple models of self-government units in Bosnia&Herzegovina

The objective of the project was the creation of a new basic model of local self-governance in BIH through the introduciton of multiple structure with different jurisdiction and with differential legal status of local units in order to create enough flexible basis for the functional and fiscal decentralisation of BIH.

Regional support for the realization of the strategy for local self-governance

The goal of this bilateral project (between BIH and Serbia) was to (1) analyze the importance of decentralisation, especially the fiscal decentralisaton, governance, good quality management in local adminsitration, vertical and horizontal relations between local and other level of governance, as well as to analyze the level of cooperation betweeen local communities – after this analysis the goal was to (2) prepare and distribute the publication on good practices, challenges and experiences and to promote alternative steps towards decentralisation in BIH and Serbia.

Election Law and Conflict of Interest Law – experiences and practice

The main goal of the project was the exchange of the experiences on good practice and lessons learned between Bosnia&Herzegovina, Serbia and Croatia on the field of Election Law and Conflict of Interest Law in order to make changes in all three countries regarding this issue. The three regional meetings were organized gathering representatives from NGO sector and government institutions which resulted with the recommendations for improvement of both laws. These recommendations were delivered to the competent institutions.

Accountability Program in the Western Balkans II

This regional programme for Bosnia and Herzegovina, Croatia, and Serbia aims strenghting implementation Access to Information law. The programme also aims at involving civil society in actively promoting and monitoring law.
Project goals:
– To improve the quality of Access to Information laws;
– To monitor and encourage harmonization with European standards;
– To maintain popular and media support for anti-corruption initiatives;
– To generate a body of knowledge on Access to Information for use in the region and beyond.
The one-year project was implemented by the TI National Chapters in the respective countries and coordinated by he TI International Secretariat.

The project included the following activities:
– Improving legal standards;
– Testing effectiveness of laws/analysis of obstacles to implementation;
– Assisting users of the law;
– Improving government capacity to implement laws;
– Exploring development of legal cases (e.g. preparation of pilot cases to challenge implementation of FOIA laws, or provisions of information to those preparing cases).

Advocacy and Legal Advice Centers

Goals of the project:
Provide the citizens of Bosnia and Herzegovina with an effective instrument for combating corruption in their everyday lives;
Provides citizens with free legal advice for reporting complaints of suspected corruption of public officials, or where the citizen is a victim or has knowledge of corrupt practices;
Makes information on citizens’ rights easily available and accessible to the public;
Raises citizen’s awareness of their rights and possibilities to take actions against corruption;
Opens a dialogue with the national institutions to support the establishment of appropriate mechanisms for citizens’ complaints in order to systemize and organize fight against corruption;
Monitor the work of responsible public institutions during processing of cases of corruption.
PROJECT ACTIVITIES:
Case studies of citizen’s complaints against corruption, using statistics and qualitative examples (who complains about what, which agencies were involved, which authorities were most vigilant in pursuing corruption, etc.);
Monthly press releases and reports to the public;
“Should I complain?” an ethical brochure for citizens about why individual action is important for combating corruption;
Training manual for government agencies on dealing with citizen’s complaints and obligations under freedom of information and conflict of interest;
Cooperation with journalists and radio and TV broadcasters on small programs about corruption cases.

Advocacy, Implementation and Evaluation of the National Integrity System, with Particular Focus on the Privatizations of Strategical Enterprises in BH

The aim of the project was the adoption of the document “Improvement of the National Integrity System-Proposal for Anti-corruption Strategy in Bosnia and Herzegovina“ supported by the Parliamentary Assembly of Bosnia and Herzegovina, which has authority to provide measures of this document and monitoring full scale of improvement mentioned measures. The focused particularly on the privatizations of strategical enterprises in Bosnia and Herzegovina and another form of private investment, monitoring public company in strategically areas, comprehension with civil partnership organizations and media. All mentioned partnership organization must have access to current process in their community that would bring transparent process of privatization in accordance with the law and world’s best practice.

Corruption as an election issue

A research on public opinion was conducted in September 2002. Its results were presented in the media. The project raised the public awereness about corruption, promoted important values of transparency and dedication in fighting the poverty, influenced political parties to pay attention to corruption issues in their activities. The project put pressure on non transparent politicians and their political parties and supported the implementation of the national anti-corruption strategy. This project also reinforced the civil society organisations’ role in fighting corruption as well as the role of Transparency International in the monitoring of political system in Bosnia.

Corruption Perception Study 2002

The Corruption Perception Study in Bosnia and Herzegovina is a comprehensive attempt of the non-governmental sector to establish the basic diagnosis of this acute social problem, and to create an instrument for its continuous monitoring. The result of the project was the creation of a database for the whole country, containing detailed information on sectors, level of government, institutions etc., where the citizens gave their judgment of the extent to which the corruption is rooted in the society, and their perception of the ways to confront it most efficiently. Publishing of the results, particularly during the pre-election period 2002., was part of the strategy employed by the Transparency International BiH (TI BiH), to point to those in power at their failures so far and impose the new agenda for the general elections and the wish of the citizens of BiH for their country to start introducing the rule of law, what had been awaited in vain for seven years now, since the cease of the war activities.

Corruption Perception Study 2004

The goals of the project were to:
– Undertake a public opinion survey regarding the perception of corruption and compare the results of the survey with the baseline database developed in 2002;
– Publish the survey in both languages (local and English) and distribute to the BiH authorities at all levels including the Council of Ministers, Entity governments as well as the leading International Community representatives. The governments may opt to use the survey as an assessment base for their anti-corruption policies;
– Promote results trough mass media;
– Inform the citizens of BiH that currently have no access to information and understanding of the implications of corruption and lack of government transparency, particularly those that are relevant to them and their region;
– Stimulate broader public discussion on anti-corruption issues;
– Strengthen the rule of the law;
– Improve accountability and transparency of the public sector: public finance management, clearer budgets, prohibition of conflict of interest, depolarisation of administration;
– Involve citizens in corruption combating: associations for controlling and fighting corruption, partnership with governments, organizing political parties, influence on the leaders.

Elections Corruption Perception Survey 2008

The main aim of the general project Election Corruption Perception Study 2008 is monitoring the level of corruption of the BiH social pillars and measurement of the governments’ progress in corruption combating. Periodical measurement of level and trends of corruption in BiH by implementing the Corruption Perception studies is one of the TI BiH’s major activities, and the project is of enormous relevance to BiH. TI BiH has published the Corruption Perception Studies in years 2002 and 2004, based on the surveys of the citizens’ opinion on the level of corruption at all governance levels, the level of corruption rooted in the society and the efficient ways of the anti-corruption campaign. The TI BiH Corruption Perception Study became an on-going monitoring instrument, a unique measurable and verifiable indicator of progress in combating corruption or the lack thereof. The size of the 2004 survey sample (1200 respondents) and a carefully developed methodology enabled TI-BiH to produce a meaningful and strong evidence of performance of all the institutions in the country as well as of the various geopolitical areas.
The Election Corruption Perception Studies gained the recognition as the most comprehensive corruption related survey in BiH ever. Besides numerous media appearances, downloads from the TI-BiH website and distributed circulation of 3000 copies of the Studies 2002 and 2004, both in local and English language, every single think-tank and institution dealing with the Balkans have requested some form of presentation of the findings from the Studies. Such presentations have been produced both in the country as well as in over a dozen of other countries at the international fora.

Ethic promotion and fight against corruption

Project aims :
To develop anti-corruption programme and methodical recommendations for the universities students from six Bosnia and Herzegovina universities;
To introduce developed programme and methodical recommendations to the Ministries of Education at all the BiH governance levels;
To test anti-corruption education strategies and methods at the universities in Bosnia and Herzegovina;
To support the programmes and standards of education by promoting democratic values and attitudes;
To demonstrate possibilities of fight against corruption;
To raise awareness among youth about the character, spread, and impact of corruption;
To establish networks facilitating the creation of a permanent international youth forum that ensures sustainability in the global fight against corruption by creatingm the next generation of corruption fighters;
To add new momentum to the existing anti-corruption movement.
Project objectives :
To train student’s and profesor’s further responsible for the dissemination activities;
To educate student’s about National Integrity System, and give the best input for political science, civic education, history, ethics, psychology and informations;
To introduce the concept of corruption, its causes and effects (knowledge);
To motivate student’s for the fight against corruption;
To lay the foundation for the recruitment of the next generation of corruption fighters by informing youth about the dangers of an omnipresent and unconstraint corruption for their future and showing them a way to contribute to initiatives that try to change this situation;
To endorse the creation of a youth-run global network against corruption that adds new impetus to existing anti-corruption initiatives through fresh and original perspectives and enthusiasm of the next generation;
To train them in possible counter measures through the participation in key workshops, online discussions and networks with civil society;
To design an action plan together with student participants that steers follow-up initiatives and creates sustainable networks among youth, TI, universities, local and regional organizations.

Media Campaign: Accountability and Transparency in Bosnia&Herzegovina

Among the goals of the project:
– Promotion of good governance (promotion of transparency and accountability of governments and their role to serve the citizens);
– Increasement of public awareness of the problem of corruption (pointing out the proportion of the problem and its negative influence on society and living standards);
– Encouragement and promotion of intolerance for corruption (promotion of intolerance towards corruption and presentation of corruption as global a problem that society needs to solve if it wants to develop);
– Promotion of anti-corruption measures (encouragement of different initiatives, which could influence a decrease in corruption);
Introduction of anti-corruption mechanism to the citizens (introduce to the citizens the ways of reporting corruption);
– Encouragement of active civic participation in the fight against corruption (including NGOs, citizens and other organisations in activities of fighting the corruption);
– Raising citizens’ awareness about the existence and possibilities that Conflict of Interrest and Freedom of Information laws offer;
– Dissemination of information about corruption to the public and other institutions (NGOs, international organisations and government agencies).

National Integrity System

The project sought to:
– Undertake a survey regarding the basic state pillars and bring recommendations how to reduce corruption in this institutions;
– Publish the survey in National Integrity System Study in English language;
– Promote results of National Integrity System Study through mass media;
– Stimulate broader public discussion on anti-corruption issues;
– Strength the rule of the law;
– Improve accountability and transparency of the public sector.
Activites of the project included:
– Investigation of the corruption phenomenon on the ground i.e. in 11 basic state pillars (Government, Parliament, Judiciary, Prosecutors, Police,);
– Printing of the National Integrity System Study;
– Media presentation;
– Distribution of the Study.

TI Bosnia & Herzegovina Comments on Eu Report

Transparency International’s National Chapter in Bosnia & Herzegovina published last week a press release commenting on a report on the country’s progress in anti-corruption, published by the European Commission. The report showed a disappointing picture about anti-corruption measures in Bosnia & Herzegovina, and pointed out in particular that political will to improve control of corruption is lacking.

According to the report, insufficient enforcement of anti-corruption legislation is one of the main obstacles to fighting corruption more effectively. Additionally, the anti-corruption legal framework still lacks harmonization across levels of government. The assessment for 2011 reiterated some problems already identified in the reports published in previous years, such as inefficiencies in the Judiciary that contribute to delay the prosecution of corruption cases.

Among the report’s recommendations was the need for a more precise and thorough regulatory framework for political party financing and stricter enforcement of the legislation in this area.
