Benin has among the lowest constraints to corruption in the world due to the existence of its poor population with little digital empowerment or organized civil society. In recent years there has been some progress on e-government and e-participation, but this was offset by poor fiscal transparency and judicial independence, which had been further declining.

I would nevertheless like to make a few comments.
Regarding budget transparency, I do not understand the score of Benin, which has nevertheless made enough efforts. You have retained in your standardization, an average of 35.714 in 2017 and in 2019. However, the Index on the Open Budget of Benin in 2019 is 49 out of 100 unlike the 39 out of 100 in 2017, an advance of 10 points . So the transparency has changed, between 2017 and 2019. The average should not be the same.
With regard to press freedom, you noted an improvement of 1 point between 2018 and 2019. However, the Reporter Without Borders index says the opposite. In addition, Benin fell by 17 places between 2017 and 2019.
Thank you
