Bolivia has been regressing on nearly all counts over the past ten years. It has no fiscal transparency and its judiciary has no autonomy. The only element which increased was demand for good governance, but insufficiently supported by the development of e-participation and more general transparency. While improving the judiciary will prove a long and tedious affair, administrative simplification and transparency can be easily improved to reverse the negative trend.
