Hungary is underperforming its human development and e-citizenry, having regressed on judicial independence and freedom of the press. Its high score is due to the low administrative burden and reasonable transparency, including in procurement. Evidence exists of favoritism in public procurement, and conflict of interest regulations is well under the EU average.
