Public Integrity Index: 6.64

Although Morocco has been progressing on administrative simplicity, transparency, and e-citizens, it could do far more regarding increasing fiscal transparency. Demand for good governance and the contestation of legal rents have been growing, with future changes promised. The challenge for Morocco is to avoid violent contestation of its oligarchic crony capitalism by improving its regulatory quality so to gradually reduce rents, eliminate various legal exceptions and monopolies, and open markets to competition. Without a more inclusive approach to the distribution of economic benefits and a citizen friendly administration modeled after Georgia, major risks for political stability lie ahead.
