Portugal has been a success of good governance among EU member states and the main components of an optimal integrity equilibrium are all in good place, despite its judiciary having a mediocre rating. However, in the Eurobarometer surveys citizens complain of corruption. Europam.eu shows that some public accountability mechanisms are beyond the EU average and seem related to areas of great vulnerability: like public procurement and conflict of interest regulation, particularly for public officials. These are not difficult fixes for a country like Portugal.
