T-index: Empowering Transparency in Corona Times

Solutions to corrupt public health demand an infrastructure in transparency that can only be developed between crises. However, while this pandemic increased opportunities for corruption, it also prompted long due digitalization reforms.
ERCAS Chair Alina Mungiu Pippidi and ERCAS Fellow Roberto Martínez B. Kukutschka take this opportunity to offer a clear reform agenda by presenting a Transparency (T) index for 122 countries based on information provided by their governments through various websites.
The T-index is an assessment of government transparency based on different kinds of transparency services that countries offer to their citizens, encompassing both de jure and de facto aspects. It consists of an addition of 14 essential websites (containing all the information which enables enlightened citizens to defend themselves from corruption), plus 6 essential legal conventions (total score = 20).
The analysis of its results, broken by different tools (such as fiscal transparency, financial disclosures, judicial transparency, land cadaster, etc.) and by continents, shows that de facto transparency works to deter corruption. The T-index, thus, provides a clear roadmap for governments and civil society watchdogs to advocate for the transparency which matters to reduce corruption.
