In cooperation with other NGOs a handbook „Transparent Local Governments“ was prepared; the publication contained 40 anticorruption measures and methodology that can be introduced within the local public administrations. The publication was complemented by series of seminars and educational activities at the local level.
A questionnaire survey of 250 town halls and municipal offices was carried out and meetings of representatives of municipal offices with the public, local experts and interest groups in three localities were organised, analyzing the way how the town halls communicate with the citizens. The conclusions of the debate were embodied into recommednations for the town halls on how to improve the communication. The results of the project contributed to the creation of a Communication Manual for Local Municipalities that is available online at www.komunikujici-mesto.cz.
The goals of the project included:
• Empowering citizens and local civic organizations to watchdog local administration and public officials as well as raise awareness about citizens’ right to information;
• Developing the Local Civic Groups network and creating common working standards;
• Empowering and encouraging already existing initiatives through local interventions aiming at developing cooperation among CSOs and enhancing their awareness of each other;
• Deepening learning interactions between local CSOs and other informal civic groups in order to share experiences and interesting practices.
The basic objective of the project is to give support to direct and indirect beneficiaries in increasing their technical and institutional capacities for more effective inclusion in major decision-making processes at local level as well as for the establishment of inter-sectoral cooperation in areas of common interest and responsibility. The basic strategy of the project for achieving these goals was a program of education (training) and technical assistance that is designed based on previously established real needs for additional training of project beneficiaries in certain areas of their regular activities (competency, mission).
The project is designed so that its main (direct) beneficiaries have the chance not only to acquire new knowledge and skills on selected topics, but also to provide opportunity for new knowledge to be practically applied through participation in concrete actions and activities related to the establishment of inter- sectoral cooperation and participation of citizens in the budget process.
Thanks to CPCD project activities and constant encouragement of local communities, NGOs, business associations, municipal departments to gather themselves first and then work together, a new atmosphere was created in relations between these sectors. Cooperation has been accepted as the benefits that brings new challenges and successes to everyone, as a process in which all of them work together for the general welfare.
The projects represents a local government budget analysis case study. The aim was to promote community involvement and accountability of local budgeting. The 2002 Valmiera city budget was analyzed in order to better understand local government budgeting.
The project aimed at increasing the transparency and accountability of the work of the municipality of the city of Sopot by improving the partnership between the structures of the civil society and the local authorities. The project activities included: 1. assessment of the transparency and accountability in the work of the municipal administration; 2. evaluation and development of recommendations regarding the transparency in the work of the municipal council; 3. development and realization of a web based portal for dissemination of information regarding the activities of the municipal administration for improving the access to information for citizens and the business.
Monitoring of the situation at the Prague City Hall, public procurement and public contracting controll, management of the companies established by the Prague City Hall.
Main project outcome was a practical guide to municipal budgeting. Publication also contains results of research conducted among dozens of municipalities, mapping budgeting procedures; quality and public availability of relevant information; and level and ways of public involvement in budget process. Other project activities included meetings with representatives of local governments and civic society organisations and increasing their awareness of public control instruments and possibilities. Both the results of the research and the publication were presented to media.
This was a 2008 continuation of the previous year project run by the Association of Leaders of Local Civic Groups (SLLGO), with similar objectives, i.e. not only enhance citizens’ awareness of their right to public information, but also increase a number of civic watchdog organizations and initiatives at the local level that attempt to improve local governance and attain more transparent public life without corruption and other pathologies. SLLGO’s goal is to create a country-wide watchdog movement, and the Association intended to provide theoretical knowledge, practical know-how and mutual learning opportunities to organizations and individuals willing to develop watchdog initiatives in their regions in order to increase their confidence, efficiency and effectiveness of their activities.
The basic objective of the project was to reach the positive changes in quality of life in Sarajevo Canton by increased involvement of citizens, and by organized and articulated action of the civil society organizations in process of authorities monitoring, analyzing their previous work as well as advocacy actions for alternative measures in seven areas of public policy. These areas are: transparent spending of budget funds, health care, education, employment and professional retraining, care for old and ill, management of contributions and restricted funds and information services at local level. Particular importance of this project realization was the fact that not only monitoring and criticism of the authority were performed in Sarajevo Canton, but alternative measures for public policy have been offered and defined possible directions of future actions by governments that would led to positive changes in quality of life in Sarajevo Canton. The project was realized in cooperation with the Center for Policy Research and Development.
The project’s main aim was to increase local government budget transparency and accountability to local community leaders, to promote public participation in important decision-making of the municipality, to promote the role of non-governmental organizations in planning and control of local government budget; to expose Delna to local government budget analysis; to introduction disclosure rules. The project brought together four Latvian municipalities – Balvi, Bauska, Tukums, Cesis, thus representing all Latvian regions. Delna in collaboration with local government representatives took the draft budget for public consultation, and prepared an educational material “How to understand your local government’s budget?””.”
The project aimed to promote effective local government and increase citizen participation in decision-making processes. INPO monitored local government institutions in southern Kosovo, published and distributed monitoring reports, promoted public access to information, and facilitated communication between citizens and elected officials at all government levels.
The project consisted in the monitoring of transparency, public contracting and corruption potential within the Prague City Hall.
Roundtable discussions with political representation of individual regions took place and recommendation reports for the management of each regional government were prepared. TIC had also been actively involved in the proceedings of anti-corruption committee of Prague City Council. The project covered five selected regions of the Czech Republic and included also anti-corruption art exhibitions. A follow up project included series of trainings for regional government officials.
This project was run by the Association of Leaders of Local Civic Groups (Stowarzyszenie Liderów Lokalnych Grup Obywatelskich or SLLGO), which itself was created as a result of another project run by the Stefan Batory Foundation. The main goal of the organization is not counteracting the corruption, but aiming at many areas, which contribute to fighting corruption. The main stress the organization puts on transparency of the public life, especially on enhancing awareness of citizens, civic organizations as well as public officials about the their right to public information or duty to provide this information.
• The goal of this project was to prepare civil society organizations, citizens and public administration to making use of their right to public information;
• Raising awareness and knowledge about issues of openness and transparency in public and local administrations and their pivotal role in containing public life pathologies (e.g. corruption);
• Ensuring application of procedures that guarantee openness and transparency in the chosen offices of governmental and local administration.
The basic goal of this project was to build and promote an efficient, transparent and participative process of creating and implementing public policy in BiH through organized action and citizens’ and CSOs advocacy, with the purpose of building a political responsible and consistent authority at all levels of BiH society. During three-years period, planned project activities were implemented in a total of 36 local communities in both of BiH entities. In 2008, project activities were implemented in 15 municipalities in cooperation with local organizations: Velika Kladuša, Donji Vakuf, Trebinje, Rudo, Vlasenica, Modriča, Kalinovik, Bihać, Livno, Bugojno, Goražde, Tuzla, Sarajevo and Doboj.
The project consisted in organizing 11 round-tables with representatives of district government administrations, city and village councils on the topic “Development of sectoral partnership for counteraction corruption on local level””.”
To support improving governance through empowering citizens and enhancing their role in local government decision-making through building an innovative model of co-operation among the local authorities and community in Shkodra city.
The objective of the project was improving transparency and accountability of the City of Zagreb business dealings – i.e. transparency of all departments within the City of Zagreb) and establishing new and/or to improve the existing mechanisms of independent and accurate control of financial management related processes.
The project aimed to accomplish a research in three pilot-counties, on the conditions which favour corruption at the local level, as well as to offer assistance to local public institutions to use the research in defining local and institutional anti-corruption strategies. The research was carried out in Harghita, Sibiu and Olt counties, and some activities were also carried out in Bucharest.Transparency International Romania was the main organization implementing this project, in partnership with the County Councils in the three project counties: Harghita, Sibiu and Olt.
The project aim was to improve the mechanisms for control over the work of the public administration in the in the South Black sea region in Bulgaria by creating partnership between the civil society structures and the administration. This initiative supposed to increase the transparency and accountability of the later. The project activities included: 1. analyses of the main problems and obstacles in the work of the targeted administrations; 2. development of precise recommendations for improvement; 3. establishment of a system for information exchange, including system for signals of cases of corruption; 4. realization of series of round tables for more transparency in the work of the administrations in the region; 5. activities for information and publicity.
The goal of this project was to support the establishment of transparent and efficient procedures in everyday work of local government units, strengthen human capacities and support citizen involvement in public decision making. Target group: Local councilors, district administration office, the general public.
An extensive awareness campaign was conducted jointly with the rayon State Administration of Dnipropetrovs’k oblast.
The primary aim of the project was to increase the know-how of the local government and public officials about corruption to intensify the anti-corruption fight. Three seminars dealing with different aspects of corruption were organized. The support group was formed to analyze the concept of corruption based on the legislation and work out the amendments to the relevant laws, to improve cooperation between different institutions and compose publication about corruption. In 2001 a collection of articles entitled “Korruptsiooni võimalikkusest avalikus sektoris”” was published.”
To identify some of the weaknesses which are noticed in local government functioning, such as lack of transparency with the public and media, law disrespect, power abuse from local government officials and phenomena of corruption.
