In the past ten years, the European Research Centre for Anti-Corruption and State-Building (ERCAS) and its partners developed a generation of fact-based, objective, corruption indicators, which can serve for strategizing anticorruption approaches far better than old perception indicators:

In the third and last video of a webinar series designed to train civil society actors on how to better diagnose and plan against corruption, Prof. Mungiu-Pippidi uses these indicators to explain the adequate strategies to tackle corruption according to a country’s context (is corruption a norm on an exception there?) and to illustrate how different stakeholders (press, civil society, judiciary, agencies, etc.) can partner up to promote meaningful anti-corruption reforms.
